  1. Your city transit costs are broken down into six categories: Roads, Rail, Highway, Bridge, Tunnel, Subway.  When your maintenance is less than 100%, these vital city services start to decay.  Roads, rail, and hiway turn to rubble.  Sections of subway collapse.  Bridges and tunnels become unstable.
  2. You might reduce this section for a year or two during a financial crisis, but extended reduction will strangle your city.
